Before you consider rotating the bolt locations, be sure to measure the distance to the back wall. This is normally a 12" rough-in from the center of the pipe to the wall.
One idea is to use "fix a flange" or "Super Ring - Closet Ring Replacement(attached photo) from Home Depot or Lowes.
