First of all, you should probably replace the wet insulation. The wet insulation doesn't insulate well and will make the problem worse over time. In addition, the moisture might lead to rot and/or mildew

As for how it can be prevented, there is an article in the how-to section under "roofing" In addition to what that article mentions, they do make a heating tape for gutters that will keep them from freezing. The name of the membrane that you mention escapes me but they do make one and, yes, it needs to go down before the shingles do...:) There is also a reasonably good article here: http://www.umass.edu/bmatwt/dams.html
