Before you put down vinyl products, I would suggest covering the surface
with 1/8" luan plywood. This needs to be stapled every 2-4" along the edges
plus construction adhesive. The alternative is a mastic which you spread to
create a smooth surface. Any unevenness and cracks (even very small ones)
will show through the tile over time.

You might also consider newer laminate floors. All you need is to glues the
edge together.
